The workshop was organized by the NBCBN-RE Secretariat in collaboration with Dar-Es Salaam University (the Hosting Institution of the Research Cluster) in Tanzania during the period from 15 to 18 March 2004 under the title of "Second Regional Workshop on Capacity Building in Hydropower Applications in River Engineering" . The workshop was convened at the White Sands Hotel .

The countries participated in this workshop are the members in the Hydropower Research Cluster; Burundi , Kenya , Rwanda , Uganda , and Tanzania (Host country). The country coordinator of the hosting country is Prof. Dr .F Mtalo, Dar-Es Salaam University and the scientific advisors Prof. Bela Petry, UNESCO-IHE
