Monitoring involves the collection, analysis, reporting and use of information about the project’s progress and initial impact. It is primarily the responsibility of the Project Management Team (PMT) to develop proper monitoring systems and procedures. This will provide the mechanism by which relevant information is provided to the PMT and the Network Secretariat at specified moments to help them to make adequate decisions. Monitoring will highlight both strengths and weaknesses in project implementation and enable the PMT to deal with problems, improve performance, build on successes and adapt to changing circumstances. The PMT with the support of M&E expert will develop a common evaluation framework to assess, for each project activities, its appropriateness, accessibility, effectiveness and sustainability.
